West Bengal's high humidity,moderate temperatures and edaphological conditions provide the ideal conditions for coconut cultivation.West Bengal ranks 5th place in production (384.14 million nuts) and the 2nd position in productivity (12,464 nuts/ha) in India.To increase potentiality for further growth and development,Coconut Development Board (CDB),under the Ministry of Agriculture and Farmers Welfare, Government of India implements various schemes and programs to promote coconut cultivation and support coconut farmers.

Here are the important schemes implemented by Banga Matsys Yojona-

1)Development of Inland Fisheries and Aquaculture-অভ্যন্তরীণ মৎস্য ও জলজ চাষের উন্নয়ন

BMY project name Terms and condition শর্তাবলী

A)Establishment of New Freshwater Finfish Hatcheries-নতুন মিষ্টি জলের ফিনফিশ হ্যাচারি স্থাপন [Unitcost(প্রজেক্টের সর্বোচ্চ মূল্য)- Rs.25 lakhs(২৫ লক্ষ টাকা)]

 (i) Beneficiaries will submit Detailed Project Report(DPR) with full justification & technical-economical details, including the species to be produced, capital cost and the recurring cost involved. Project report should also contain details of anticipated direct & indirect employment generation to local population, enhancement of fish production, specific time lines for implementation of project etc.
(ii) Beneficiary will provide documentary evidence of availability of requisite land (either own/registered lease document) free from encroachments and encumbrances, sources of finance like Banks consent to provide loan towards the Non-subsidy portion of the project cost or declaration by the beneficiary for own investing, necessary clearances/permissions etc.
(iii) In case of leased land, the lease period/agreement should not be less than a minimum period of 10 years from the date of submission of DPR/SCP and the registered lease document should be included in the DPR/SCP.
(iv) Freshwater Finfish Hatchery will have a minimum capacity of 15 million fry/year/unit or 6 crores spawn/year/unit with minimum area of 0.50 ha.
(v)Fish hatchery will include brooder pond, nursery ponds, rearing tanks, small laboratory, water & electric supply, required infrastructure facilities etc.
(vi) The fish hatchery should be managed by the required qualified technical staff.
(vii) Beneficiary will ensure supply of seed produced from the central assisted hatcheries to farmers at affordable/reasonable price.
(viii) Post construction operation, management and maintenance of the hatcheries will be carried out in a satisfactory manner by the beneficiaries at their own costs.
(ix) Cost of accreditation of the hatchery will be mandatorily included in project estimates. 		(i) সুবিধাভোগীরা সম্পূর্ণ ন্যায্যতা এবং প্রযুক্তিগত-অর্থনৈতিক বিবরণ এবং উৎপাদিত প্রজাতি, মূলধন খরচ এবং এর সাথে জড়িত পুনরাবৃত্ত খরচ সহ বিশদ প্রকল্প প্রতিবেদন (ডিপিআর) জমা দেবেন। প্রজেক্ট রিপোর্টে স্থানীয় জনগণের জন্য প্রত্যাশিত প্রত্যক্ষ ও পরোক্ষ কর্মসংস্থান, মাছের উৎপাদন বৃদ্ধি, প্রকল্প বাস্তবায়নের জন্য নির্দিষ্ট সময়সীমা ইত্যাদির বিবরণ থাকতে হবে।
(ii) সুবিধাভোগী প্রয়োজনীয় জমির প্রাপ্যতার দলিল দস্তাবেজমূলক প্রমাণ প্রদান করবে (হয় নিজের/নিবন্ধিত ইজারা দলিল) সীমাবদ্ধতা এবং দায়মুক্তি, অর্থের উৎস যেমন ব্যাঙ্কগুলি প্রকল্পের ব্যয়ের নন-ভর্তুকি অংশের জন্য ঋণ প্রদানে সম্মতি দেয় বা সুবিধাভোগীর নিজের জন্য ঘোষণা বিনিয়োগ, প্রয়োজনীয় ছাড়পত্র/অনুমতি ইত্যাদি।
(iii) লিজ দেওয়া জমির ক্ষেত্রে, ইজারার সময়কাল/চুক্তিটি DPR/SCP জমা দেওয়ার তারিখ থেকে ন্যূনতম 10 বছরের কম হওয়া উচিত নয় এবং নিবন্ধিত ইজারা নথিটি DPR/SCP-তে অন্তর্ভুক্ত করা উচিত।
(iv)মিষ্টি জলের ফিনফিশ হ্যাচারির ন্যূনতম ধারণক্ষমতা হবে 15 মিলিয়ন ফ্রাই/বছর/ইউনিট বা 6 কোটি স্পন/বছর/ইউনিট ন্যূনতম 0.50 হেক্টর এলাকা সহ।
(v) মাছের হ্যাচারির মধ্যে থাকবে ব্রুডার পুকুর, নার্সারি পুকুর, লালন-পালনের ট্যাঙ্ক, ছোট পরীক্ষাগার, জল ও বৈদ্যুতিক সরবরাহ, প্রয়োজনীয় অবকাঠামো সুবিধা ইত্যাদি।
(vi) প্রয়োজনীয় যোগ্য কারিগরি কর্মীদের দ্বারা ফিশ হ্যাচারি পরিচালনা করা উচিত।
(vii) সুবিধাভোগী কেন্দ্রীয় সাহায্যপ্রাপ্ত হ্যাচারি থেকে কৃষকদের সাশ্রয়ী/যৌক্তিক মূল্যে উৎপাদিত বীজ সরবরাহ নিশ্চিত করবে।
(viii) হ্যাচারির নির্মাণ পরবর্তী অপারেশন, ব্যবস্থাপনা এবং রক্ষণাবেক্ষণ সুবিধাভোগীরা তাদের নিজস্ব খরচে সন্তোষজনকভাবে সম্পন্ন করবে।
(ix) হ্যাচারির স্বীকৃতির খরচ বাধ্যতামূলকভাবে প্রকল্পের অনুমানে অন্তর্ভুক্ত করা হবে।

B)Inputs for fresh water Aquaculture including Composite fish culture, Scampi, Pangasius, Tilapia etc-কম্পোজিট ফিশ কালচার, স্ক্যাম্পি, পাঙ্গাসিয়াস, তেলাপিয়া ইত্যাদির অ্যাকুয়াকালচারের জন্য ইনপুট [Unitcost(প্রজেক্টের সর্বোচ্চ মূল্য)Rs.-4 lakhs(৪ লক্ষ টাকা)]

 (i) Beneficiaries will be provided governmental assistance for input costs for the initial crop only in the newly constructed ponds/tanks.
(ii) Governmental assistance for input cost will be released only after the ponds/tanks are ready for culture. 		(i) সুবিধাভোগীদের শুধুমাত্র নবনির্মিত পুকুর/ট্যাঙ্কে প্রাথমিক ফসলের জন্য ইনপুট খরচের জন্য সরকারী সহায়তা প্রদান করা হবে।
(ii) পুকুর/ট্যাঙ্কগুলি সংস্কৃতির জন্য প্রস্তুত হওয়ার পরেই ইনপুট খরচের জন্য সরকারী সহায়তা প্রকাশ করা হবে।

C)Construction of Biofloc ponds for Freshwater areas including inputs of Rs 4 lakhs/Ha-মিষ্টি জলের এলাকার(৪ লক্ষ টাকা/হেক্টর ইনপুট) জন্য বায়োফ্লক পুকুর নির্মাণ [Unitcost(প্রজেক্টের সর্বোচ্চ মূল্য)-Rs.6 lakhs(৬ লক্ষ টাকা)]

 (i) Beneficiaries will submit project report (PR) with full justification & technical- economical details etc. including the species to be cultured, capital cost and the recurring cost involved. Project report should also contain details of anticipated direct & indirect employment generation to local population, enhancement of fish production, specific time lines for implementation of project etc.
(ii) Beneficiary will provide documentary evidence of availability of requisite land(either own/registered lease document)
(iii) In case of leased land, proper registered lease document for a period of 7(seven) years from the date of submission of SCP will have to be submitted.
(iv) The project proposals will be routed through the concerned States/UTs.
(v) Post construction operation, management and maintenance of the pond will be carried out in a satisfactory manner by the beneficiaries at their own cost.
(vi) He/She should not have availed subsidy for the same activity under any Govt. scheme or agency.
(vii) Banks consent to provide loan towards the Non-subsidy portion of the investment or declaration of the farmer or the entrepreneur for investing on His/her own.
(viii) The governmental assistance is restricted to (a) 2 units of 0.1 ha per individual beneficiary, (b) 2 units of 0.1 ha multiplied by the number of members of the group/society with a ceiling of 20 units of 0.1 ha per group/society in case of Groups of fishers and fish farmers i.e. fisher SHGs/Joint Liability Groups (JLGs)/Fisher Cooperatives etc. or those undertaken in a cluster/area approach. However, a cluster/area may have multiple groups/societies. As far as FFPOS/Cs are concerned, the modalities of implementation and upper ceiling on the total area eligible for support would be decided by the CAC. 		(i) সুবিধাভোগীরা সম্পূর্ণ ন্যায্যতা এবং প্রযুক্তিগত-অর্থনৈতিক বিবরণ ইত্যাদি সহ প্রজেক্ট রিপোর্ট (PR) জমা দেবেন, যার মধ্যে প্রজাতির চাষ করা হবে, মূলধন খরচ এবং জড়িত পুনরাবৃত্ত খরচ। প্রজেক্ট রিপোর্টে স্থানীয় জনগণের জন্য প্রত্যাশিত প্রত্যক্ষ ও পরোক্ষ কর্মসংস্থান, মাছের উৎপাদন বৃদ্ধি, প্রকল্প বাস্তবায়নের জন্য নির্দিষ্ট সময়সীমা ইত্যাদির বিবরণ থাকতে হবে।
(ii) সুবিধাভোগী প্রয়োজনীয় জমির প্রাপ্যতার প্রামাণ্য প্রমাণ প্রদান করবে (হয় নিজের/নিবন্ধিত ইজারা দলিল)|
(iii) ইজারা দেওয়া জমির ক্ষেত্রে, SCP জমা দেওয়ার তারিখ থেকে 7 (সাত) বছরের জন্য সঠিক নিবন্ধিত ইজারা দলিল জমা দিতে হবে|
(iv) প্রকল্পের প্রস্তাবগুলি সংশ্লিষ্ট রাজ্য / কেন্দ্রশাসিত অঞ্চলগুলির মাধ্যমে পাঠানো হবে৷
(v) পুকুরের নির্মাণ পরবর্তী কার্যক্রম, ব্যবস্থাপনা ও রক্ষণাবেক্ষণ সুবিধাভোগীদের নিজস্ব খরচে সন্তোষজনকভাবে সম্পন্ন করা হবে।
(vi) কোনো সরকারের অধীনে একই কার্যকলাপের জন্য তার ভর্তুকি নেওয়া উচিত নয়। স্কিম বা সংস্থা
(vii) ব্যাঙ্কগুলি কৃষক বা উদ্যোক্তার নিজের বিনিয়োগের জন্য বিনিয়োগ বা ঘোষণার অ-ভর্তুকি অংশের জন্য ঋণ প্রদানের সম্মতি দেয়|
(viii) সরকারী সহায়তা সীমাবদ্ধ (a) 2 ইউনিট 0.1 হেক্টর প্রতি স্বতন্ত্র সুবিধাভোগী, (খ) 0.1 হেক্টরের 2 ইউনিট 0.1 হেক্টর প্রতি 20 ইউনিটের সিলিং সহ গোষ্ঠী/সমাজের সদস্য সংখ্যা দ্বারা গুণিত মৎস্যজীবী এবং মৎস্য চাষীদের গোষ্ঠীর ক্ষেত্রে গোষ্ঠী/সমাজ যেমন মৎস্যজীবী SHGs/যৌথ দায়বদ্ধতা গোষ্ঠী (JLGs)/ফিশার সমবায় ইত্যাদি বা একটি ক্লাস্টার/এলাকা পদ্ধতিতে গৃহীত। যাইহোক, একটি ক্লাস্টার/এলাকায় একাধিক গোষ্ঠী/সমাজ থাকতে পারে। যতদূর FFPOS/Cs সম্পর্কিত, সমর্থনের জন্য যোগ্য মোট এলাকার উপর বাস্তবায়নের পদ্ধতি এবং উপরের সিলিং CAC দ্বারা সিদ্ধান্ত নেওয়া হবে।

D)Stocking of Fingerlings in Wet lands @1000FL/h(3.0/1lakh/FL)-জলাভূমিতে ফিঙ্গেরলিংস মজুত @1000FL/h(3.0/1 লাখ/FL)[Unitcost(প্রজেক্টের সর্বোচ্চ মূল্য)(Rs.- 3 lakhs/Fingerling(৩ লক্ষ/ ফিঙ্গারলিং)]

 (i)This activity would be approved as a group activity. Beneficiaries will submit self- contained proposal/Detailed Project Report (DPR) with full justification & details of the reservoirs etc. The individual project outlay would be decided by DoF.
(ii) Beneficiaries will submit self-contained Detailed Project Report (DPR) with full justification & details of the reservoirs etc.
(iii) The DPRs will also contain details of anticipated direct & indirect employment generation, enhancement of fish production and productivity, improvement of economic status of locals, specific time lines for the implementation of the project etc.
(iv) The beneficiaries will obtain necessary prior permissions from the concerned State/UT Government and other Competent Authorities for fishing in the wetlands including fish stocking.
(v) The DPR should also clearly indicate the due diligence and transparency in stocking of the fish stock, time cycle in stocking and harnessing etc.
(vi) Wetland may be provided with pen culture units as may be decided by DoF. The unit cost for pen culture unit is at sl 5.6 under "Technology infusion and Adoption" of this Annexure and the same will be followed. 		(i)এই কার্যকলাপটি একটি গ্রুপ কার্যকলাপ হিসাবে অনুমোদিত হবে। সুবিধাভোগীরা সম্পূর্ণ ন্যায্যতা এবং জলাধারের বিশদ বিবরণ সহ স্ব-অন্তর্ভুক্ত প্রস্তাব/বিশদ প্রকল্প প্রতিবেদন (ডিপিআর) জমা দেবেন। স্বতন্ত্র প্রকল্প ব্যয় ডিওএফ দ্বারা নির্ধারিত হবে।
(ii) সুবিধাভোগীরা জমা দেবেন সম্পূর্ণ ন্যায্যতা এবং জলাধার ইত্যাদির বিবরণ সহ স্বয়ংসম্পূর্ণ বিশদ প্রকল্প রিপোর্ট (DPR)।
(iii) ডিপিআরগুলিতে প্রত্যাশিত প্রত্যক্ষ ও পরোক্ষ কর্মসংস্থান সৃষ্টি, মাছের উৎপাদন বৃদ্ধির বিবরণও থাকবে। এবং উৎপাদনশীলতা, স্থানীয়দের অর্থনৈতিক অবস্থার উন্নতি, প্রকল্প বাস্তবায়নের জন্য নির্দিষ্ট সময়সীমা ইত্যাদি।
(iv) মৎস্য মজুদ সহ জলাভূমিতে মাছ ধরার জন্য সুবিধাভোগীরা সংশ্লিষ্ট রাজ্য/ইউটি সরকার এবং অন্যান্য উপযুক্ত কর্তৃপক্ষের কাছ থেকে প্রয়োজনীয় পূর্বানুমতি নেবে।
(v)< মাছের মজুদ, মজুদ ও জোগানের সময়চক্র ইত্যাদির ক্ষেত্রে ডিপিআর স্পষ্টভাবে যথাযথ পরিশ্রম এবং স্বচ্ছতা নির্দেশ করবে।
(vi) জলাভূমিকে পেন কালচার ইউনিট সরবরাহ করা যেতে পারে ডিওএফ দ্বারা নির্ধারিত হতে পারে। এই পরিশিষ্টের "টেকনোলজি ইনফিউশন এবং গ্রহণ" এর অধীনে পেন কালচার ইউনিটের জন্য ইউনিট খরচ sl 5.6 এবং এটি অনুসরণ করা হবে।

E)Stocking of Fingerlings in Reservoirs @1000FL/ha (3.0/1lakh FL)-@1000FL/ha (3.0/1lakh FL) জলাধারে ফিঙ্গেরলিংস মজুত [Unitcost(প্রজেক্টের সর্বোচ্চ মূল্য)(Rs.-3 lakhs/Fingerling(৩ লক্ষ/ ফিঙ্গারলিং)]

(ii) ডিপিআর-এও বিশদ থাকবে প্রত্যাশিত প্রত্যক্ষ ও পরোক্ষ কর্মসংস্থান সৃষ্টি, মাছের উৎপাদন ও উৎপাদনশীলতা বৃদ্ধি, স্থানীয়দের অর্থনৈতিক অবস্থার উন্নতি, প্রকল্প বাস্তবায়নের জন্য নির্দিষ্ট সময়সীমা ইত্যাদি।
(iii) সুবিধাভোগীরা প্রয়োজনীয় পূর্বানুমতি পাবেন মাছের মজুদ সহ জলাশয়ে মাছ ধরার জন্য সংশ্লিষ্ট রাজ্য/ইউটি সরকার এবং অন্যান্য উপযুক্ত কর্তৃপক্ষের কাছ থেকে।
(iv) মাছের মজুদ, সময় চক্রের মজুদ করার ক্ষেত্রে যথাযথ পরিশ্রম এবং স্বচ্ছতাও ডিপিআর স্পষ্টভাবে নির্দেশ করবে। স্টকিং এবং হার্নেসিং ইত্যাদিতে।
(v) DoF দ্বারা সিদ্ধান্ত অনুযায়ী ছোট জলাধারে পেন কালচার ইউনিট সরবরাহ করা যেতে পারে। এই পরিশিষ্টের "টেকনোলজি ইনফিউশন এবং গ্রহণ" এর অধীনে পেন কালচার ইউনিটের ইউনিট খরচ SL 5.6 এবং এটি অনুসরণ করা হবে৷

2)Development of ornamental and recreational fisheries-শোভাময় ও বিনোদনমূলক মৎস্যসম্পদ উন্নয়ন

বাড়ির উঠোনে অ্যাকোয়ারিয়ামের মাছ পালন ইউনিট (মিষ্টি জল)(প্রজেক্টের সর্বোচ্চ মূল্য-৩ লক্ষ টাকা)

 (i) Beneficiaries will submit Self Contained Proposal (SCP) with techno financial details together with documentary evidence of availability of requisite land (either own/registered lease).
(ii) The Governmental financial assistance will be provided to household/ individual beneficiaries those who have own house with a minimum vacant land of 300 Sq.ft with adequate water facility for setting up of ornamental fish production unit.
(iii) The Governmental financial assistance will also be provided to the beneficiaries have vacant land of minimum 300 Sq.ft with adequate water facility on lease for a minimum of 7(seven)years period from the date of submission of SCP adjacent to their house for setting up of backyard ornamental fish rearing unit.
(iv) The unit will comprise of shed and rearing/culture tanks for ornamental fish.
(v) The Unit cost includes capital and one-time operational costs.
(vi) The governmental financial assistance is restricted to one unit for each individual beneficiary.
(vii) The Governmental financial assistance may also be provided to the members of SHGs/cooperatives/JLGs etc. who can come together and establish these units as a group activity for establishing economies of scale. However, each member should have his/her own/leased land as per conditions indicated at (ii) & (iii) above.
(viii) The governmental assistance is restricted to (a) 1 unit per individual beneficiary, (b) 1 unit multiplied by the number of members of the group/society with a ceiling of 20 units per group/society in case of Groups of fishers and fish farmers i.e. fisher SHGs/Joint Liability Groups (JLGs)/Fisher Cooperatives etc. or those undertaken in a cluster/area approach. However, a cluster/area may have multiple groups/societies. As far as FFPOS/Cs are concerned, the modalities of implementation and upper ceiling on the total units eligible for support would be decided by the CAC. (ii) অ্যাকোয়ারিয়ামের মাছ উৎপাদন ইউনিট স্থাপনের জন্য পর্যাপ্ত জলের সুবিধা সহ ন্যূনতম 300 বর্গফুট জমির সাথে নিজস্ব বাড়ি আছে এমন পরিবার/ব্যক্তিগত সুবিধাভোগীদের সরকারী আর্থিক সহায়তা প্রদান করা হবে।
(iii) ন্যূনতম 300 বর্গফুট খালি জমি আছে এমন সুবিধাভোগীদেরও সরকারী আর্থিক সহায়তা প্রদান করা হবে যাতে তাদের বাড়ির পাশের SCP জমা দেওয়ার তারিখ থেকে ন্যূনতম 7 (সাত) বছরের জন্য ইজারা দেওয়া হয় বাড়ির পিছনের দিকের উঠোনের অ্যাকোয়ারিয়ামের মাছ পালন ইউনিট।
(iv) ইউনিটটিতে অ্যাকোয়ারিয়ামের মাছের জন্য শেড এবং লালন-পালন/কালচার ট্যাঙ্ক থাকবে।
(v) ইউনিট খরচের মধ্যে মূলধন এবং এক- সময়ের পরিচালন ব্যয়।
(vi) প্রতিটি স্বতন্ত্র সুবিধাভোগীর জন্য সরকারি আর্থিক সহায়তা একটি ইউনিটের মধ্যে সীমাবদ্ধ।
(vii) এছাড়াও সদস্যদের সরকারি আর্থিক সহায়তা প্রদান করা যেতে পারে এসএইচজি/সমবায়/জেএলজি ইত্যাদি যারা একত্রিত হতে পারে এবং এই ইউনিটগুলিকে স্কেল অর্থনীতি প্রতিষ্ঠার জন্য একটি গোষ্ঠী কার্যকলাপ হিসাবে প্রতিষ্ঠা করতে পারে। যাইহোক, উপরোক্ত (ii) এবং (iii) এ নির্দেশিত শর্ত অনুযায়ী প্রতিটি সদস্যের নিজস্ব/লিজকৃত জমি থাকতে হবে।

B)Medium Scale Ornamental fish Rearing Unit (Fresh water Fish)[Unitcost-Rs 8 lakhs]
মাঝারি আকারের অ্যাকোয়ারিয়ামের মাছ পালন ইউনিট(মিষ্টি জলের মাছ)(প্রজেক্টের সর্বোচ্চ মূল্য-৮ লাখ)

 (i) Beneficiaries will submit Self Contained Proposal (SCP) with techno financial details together with documentary evidence of availability of requisite land (either own/registered lease).
(ii) The Governmental financial assistance will be provided to beneficiaries those who own a minimum vacant land of 150 Sq.m with adequate water facility.
(iii) The Governmental financial assistance will also be provided to the beneficiaries have vacant land of minimum 150 Sq. m with adequate water facility on lease for a minimum of 7 (sever) years period from the date of submission of SCP preferably adjacent to their house for setting up of ornamental fish rearing unit.
(iv) The Unit cost includes capital and one- time operational costs.
(v) The unit will comprise of shed, breeding, rearing and culture tanks for ornamental fish.
(vi) The governmental assistance is restricted to (a) 1 unit per individual beneficiary, (b) 1 unit multiplied by the number of members of the group/society with a ceiling of 20 units per group/society in case of Groups of fishers and fish farmers i.e. fisher SHGs/Joint Liability Groups (JLGs)/Fisher Cooperatives etc. or those undertaken in a cluster/area approach. However, a cluster/area may have multiple groups/societies. As far as FFPOS/Cs are concerned, the modalities of implementation and upper ceiling on the total units eligible for support would be decided by the CAC. (iv)ইউনিট খরচের মধ্যে মূলধন এবং এককালীন পরিচালন খরচ অন্তর্ভুক্ত রয়েছে।
(v) ইউনিটটিতে অ্যাকোয়ারিয়ামের মাছের জন্য শেড, প্রজনন, লালন-পালন এবং কালচার ট্যাঙ্ক থাকবে।
( vi) সরকারী সহায়তা সীমাবদ্ধ (a) প্রতিটি সুবিধাভোগী প্রতি 1 ইউনিট, (b) 1 ইউনিট গোষ্ঠী/সমাজের সদস্যদের সংখ্যা দ্বারা গুণিত হলে প্রতি গোষ্ঠী/সমাজে 20 ইউনিটের সিলিং মৎস্যজীবী এবং মৎস্য চাষীদের দল যেমন মৎস্যজীবী SHGs/যৌথ দায়বদ্ধতা গোষ্ঠী (JLGs)/ফিশার সমবায় ইত্যাদি অথবা যেগুলি একটি ক্লাস্টার/এলাকা পদ্ধতিতে গৃহীত হয়। যাইহোক, একটি ক্লাস্টার/এলাকায় একাধিক গোষ্ঠী/সমাজ থাকতে পারে। যতদূর FFPOS/Cs সম্পর্কিত, সমর্থনের জন্য যোগ্য মোট ইউনিটের বাস্তবায়নের পদ্ধতি এবং উপরের সিলিং CAC দ্বারা সিদ্ধান্ত নেওয়া হবে।

C)Integrated Ornamental fish unit(breeding and rearing for fresh water fish)[Unitcost-Rs 25 lakhs]
(সমন্বিত অ্যাকোয়ারিয়ামের মাছের ইউনিট (মিষ্টি জলের মাছের প্রজনন ও প্রতিপালন)(প্রজেক্টের সর্বোচ্চ মূল্য-২৫ লক্ষ টাকা )]

 (i) Beneficiaries will submit Self Contained Proposal (SCP) with techno financial details together with documentary evidence of availability of requisite land (either own/registered lease) and financial resources for meeting the beneficiary share etc.
(ii) The Governmental financial assistance will be provided beneficiaries those who own a minimum land of 500 Sq.m with adequate water facility for setting up of an integrated ornamental fish unit.
(iii) The Governmental financial assistance will also be provided to the beneficiaries acquiring land of minimum 500 Sq.m with adequate water facility on lease for a minimum of 7(seven) years period from the date of submission of SCP for setting up of an integrated ornamental fish unit.
(iv) The Integrated Ornamental fish unit will include shed, fresh water/seawater intake (as the case may be), breeding tanks, nursery tanks, rearing tanks, live feed culture, small laboratory, water & power facilities, required infrastructure facilities etc.
(v) Integrated ornamental fish unit will have a minimum capacity of 1 lakh fry/year and should be managed by the required qualified technical staff.
(vi) Post construction operation, management and maintenance of the unit will be carried out in a satisfactory manner by the beneficiaries at their own costs.
(vii) Beneficiary will ensure supply of seed produced from the central assisted units to farmers at affordable/ reasonable price.
(viii) The governmental assistance is restricted to (a) 1 unit per individual beneficiary, (b) 1 unit multiplied by the number of members of the group/society with a ceiling of 20 units per group/society in case of Groups of fishers and fish farmers i.e. fisher SHGs/Joint Liability Groups (JLGs)/Fisher Cooperatives etc. or those undertaken in a cluster/area approach. However, a cluster/area may have multiple groups/societies. As far as FFPOS/Cs are concerned, the modalities of implementation and upper ceiling on the total units eligible for support would be decided by the CAC. (ii) একটি সমন্বিত অ্যাকোয়ারিয়ামের মাছের ইউনিট স্থাপনের জন্য পর্যাপ্ত জলের সুবিধা সহ ন্যূনতম 500 বর্গমিটার জমির মালিক যারা সুবিধাভোগী তাদের সরকারি আর্থিক সহায়তা প্রদান করা হবে।
(iii) একটি স্থাপনের জন্য SCP জমা দেওয়ার তারিখ থেকে ন্যূনতম 7 (সাত) বছরের জন্য লিজে পর্যাপ্ত জল সুবিধা সহ ন্যূনতম 500 বর্গমিটার জমি অধিগ্রহণকারী সুবিধাভোগীদেরও সরকারি আর্থিক সহায়তা প্রদান করা হবে। সমন্বিত অ্যাকোয়ারিয়ামের মাছ ইউনিট।
(iv) সমন্বিত অ্যাকোয়ারিয়ামের মাছের ইউনিটের মধ্যে থাকবে শেড, তাজা জল/সমুদ্রের জল গ্রহণ (যেমনটা হতে পারে), প্রজনন ট্যাঙ্ক, নার্সারি ট্যাঙ্ক, লালন-পালন ট্যাঙ্ক, লাইভ ফিড কালচার, ছোট পরীক্ষাগার, জল ও বিদ্যুৎ সুবিধা, প্রয়োজনীয় অবকাঠামো সুবিধা ইত্যাদি।
(v) সমন্বিত অ্যাকোয়ারিয়ামের মাছের ইউনিটের সর্বনিম্ন ক্ষমতা 1 লক্ষ ফ্রাই/বছর এবং প্রয়োজনীয় যোগ্য প্রযুক্তিগত কর্মীদের দ্বারা পরিচালিত হওয়া উচিত।
(vi) ইউনিটের নির্মাণ পরবর্তী অপারেশন, ব্যবস্থাপনা এবং রক্ষণাবেক্ষণ সুবিধাভোগীরা তাদের নিজস্ব খরচে সন্তোষজনকভাবে সম্পন্ন করবে।
(vii) সুবিধাভোগী সাশ্রয়ী/ যুক্তিসঙ্গত মূল্যে কৃষকদের কেন্দ্রীয় সাহায্যকারী ইউনিট থেকে উৎপাদিত বীজ সরবরাহ নিশ্চিত করবে।
(viii) সরকারী সহায়তা সীমিত (a) প্রতি সুবিধাভোগী প্রতি 1 ইউনিট, (b) 1 ইউনিট সদস্য সংখ্যা দ্বারা গুণিত মৎস্যজীবী এবং মৎস্য চাষিদের গোষ্ঠীর ক্ষেত্রে গোষ্ঠী/সমাজের প্রতি 20 ইউনিটের সিলিং সহ গোষ্ঠী/সমাজ যেমন মৎস্যজীবী SHGs/যৌথ দায়বদ্ধতা গোষ্ঠী (JLGs)/ফিশার সমবায় ইত্যাদি বা একটি ক্লাস্টার/এরিয়া পদ্ধতিতে গৃহীত। , একটি ক্লাস্টার/এরিয়া একাধিক থাকতে পারে দল/সমাজ। যতদূর FFPOS/Cs সম্পর্কিত, সমর্থনের জন্য যোগ্য মোট ইউনিটের বাস্তবায়নের পদ্ধতি এবং উপরের সিলিং CAC দ্বারা সিদ্ধান্ত নেওয়া হবে।

D)Promotion of Recreational Fisheries[Unitcost-Rs.50 lakhs]
বিনোদনমূলক মৎস্য চাষের প্রচার(প্রজেক্টের সর্বোচ্চ মূল্য-৫০ লক্ষ টাকা)

(i) Beneficiaries will submit DPR/Self Contained Proposal (SCP) with techno financial details.
(ii) Beneficiaries will submit documentary evidence of availability of requisite land (either own/registered lease) (minimum of 0.4 Ha water area) should be provided wherever required. In case of leased land/private water body, the lease period should not be less than 10(ten) years from the date of submission of DPR/SCP and the registered lease document be included in the DPR/SCP. If the project is intended to be taken up on water body, the lease/enter upon permission should be as per the leasing policy/guidelines of the state/UT and requisite documentary proof has be included in the DPR/SCP.
(iii) Reactional fisheries in open water bodies like oceans, seas, rivers, lakes, reservoirs, perennial streams etc. will be considered.
(iv)The cost of the project will be evaluated on a case to case basis and supported up to a ceiling of Rs 50 lakhs per project.
(v) Preference will be given for traditional marine fisher youth as an alternative livelihood option in case of marine recreational fisheries.
(vi) Priority will be given to creative activities with potential for large employment generation especially in tourist areas both marine and inland.
(vii) The SCP should also indicate anticipated direct & indirect employment generation to local population. 		(i) সুবিধাভোগীরা টেকনো আর্থিক বিবরণ সহ DPR/স্বয়ংসম্পূর্ণ প্রস্তাব (SCP) জমা দেবেন।
(ii) সুবিধাভোগীরা প্রয়োজনীয় জমির প্রাপ্যতার প্রামাণ্য প্রমাণ জমা দেবেন ( হয় নিজস্ব/নিবন্ধিত ইজারা) (ন্যূনতম 0.4 হেক্টর জল এলাকা) যেখানে প্রয়োজন সেখানে প্রদান করতে হবে। ইজারা দেওয়া জমি/বেসরকারি জলাধারের ক্ষেত্রে, ইজারার সময়কাল DPR/SCP জমা দেওয়ার তারিখ থেকে 10 (দশ) বছরের কম হওয়া উচিত নয় এবং নিবন্ধিত লিজ দলিল DPR/SCP-তে অন্তর্ভুক্ত করা উচিত। যদি প্রকল্পটি ওয়াটার বডিতে নেওয়ার উদ্দেশ্যে হয়, তবে অনুমতির ভিত্তিতে ইজারা/প্রবেশ করা উচিত রাজ্য/ইউটি-এর লিজিং নীতি/নির্দেশিকা অনুযায়ী এবং প্রয়োজনীয় ডকুমেন্টারি প্রমাণ ডিপিআর/এসসিপিতে অন্তর্ভুক্ত করা উচিত।
(iii) উন্মুক্ত জলাশয়ে যেমন মহাসাগর, সমুদ্র, নদী, হ্রদ, জলাধার, বহুবর্ষজীবী স্রোত ইত্যাদিতে প্রতিক্রিয়াশীল মৎস্য চাষ বিবেচনা করা হবে।
(iv)প্রকল্পের খরচ হবে কেস টু কেস ভিত্তিতে মূল্যায়ন করা হয় এবং প্রকল্প প্রতি 50 লক্ষ টাকার সিলিং পর্যন্ত সমর্থিত৷
(v) বিকল্প জীবিকার বিকল্প হিসাবে ঐতিহ্যবাহী সামুদ্রিক জেলে যুবকদের অগ্রাধিকার দেওয়া হবে৷ সামুদ্রিক বিনোদনমূলক মৎস্য চাষ।
(vi) বৃহৎ কর্মসংস্থান সৃষ্টির সম্ভাবনা সহ সৃজনশীল কর্মকান্ডকে অগ্রাধিকার দেওয়া হবে বিশেষ করে সামুদ্রিক এবং অভ্যন্তরীণ উভয় পর্যটন এলাকায়।
(vii)স্থানীয় জনগণের কাছে প্রত্যাশিত প্রত্যক্ষ ও পরোক্ষ কর্মসংস্থান সৃষ্টির কথাও SCP-কে নির্দেশ করতে হবে।

3)Post harvest and cold chain infrastructure(ফসল কাটার পর এবং কোল্ড চেইন অবকাঠামো):

(ix) ফিড মিলের স্বীকৃতি প্রকল্পের অনুমানের অংশ হবে এবং এটি বাধ্যতামূলক।
BMY project name Terms and condition শর্তাবলী

A)Live fish vending Centres[Unitcost-Rs 20 lakhs]
জান্ত মাছের ভেন্ডিং কেন্দ্র(প্রজেক্টের সর্বোচ্চ মূল্য-২০ লক্ষ টাকা )

(i) Beneficiaries will submit Self Contained Proposal (SCP) together with availability of financial resources for meeting the beneficiary share etc.
(ii) Beneficiaries should ensure that fish transport facilities are maintained in operational condition.
(iii) Maintenance & operational costs of the fish transport vehicles shall be met by the beneficiaries at their own cost.
(iv) Government of India shall not be responsible for any losses incurred on procurement, operation, maintenance and management of the fish transport facilities.
(v) Beneficiaries will abide by rules/regulations, if any imposed by the concerned State/UT as well as Central Government on maintenance & operation of the fish transport facilities.
(vi) Beneficiaries will ensure that the fish transport vehicles/facilities procured under the scheme will be used only for transport of fish and fisheries related items and not for any other purposes.
(vii) In case, it is found at any point of time that the fish transport vehicles procured under the BMY are used for other than the fisheries purposes, the Government of India will recover the entire central assistance with interest from the beneficiaries.
(viii) Beneficiaries will display permanently to the effect that the fish transport vehicle is procured with Government financial assistance under the BMY of the Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying.
(ix) Live fish vending center can be a stationary center or mobile vehicle or a combination of both. 		i)সুবিধাভোগীরা স্বয়ংসম্পূর্ণ জমা দেবেন প্রস্তাব (SCP) একসাথে প্রাপ্যতা সুবিধাভোগী অংশ পূরণের জন্য আর্থিক সংস্থান ইত্যাদি)

(iii)মাছ পরিবহনের যানবাহনের রক্ষণাবেক্ষণ ও পরিচালনার খরচ সুবিধাভোগীরা তাদের নিজস্ব খরচে পূরণ করবে।
(iv)মৎস্য পরিবহন সুবিধার সংগ্রহ, পরিচালনা, রক্ষণাবেক্ষণ এবং ব্যবস্থাপনায় যে কোনো ক্ষতির জন্য ভারত সরকার দায়ী থাকবে না।
(v)মৎস্য পরিবহন সুবিধার রক্ষণাবেক্ষণ ও পরিচালনার ক্ষেত্রে সংশ্লিষ্ট রাজ্য/ইউটি এবং কেন্দ্রীয় সরকার কর্তৃক আরোপিত কোনো নিয়ম/বিধি মেনে চলবেন।)
(vi)(সুবিধাভোগীরা নিশ্চিত করবেন যে প্রকল্পের অধীনে সংগ্রহ করা মাছ পরিবহনের যান/সুবিধাগুলি শুধুমাত্র মাছ এবং মৎস্য সংক্রান্ত জিনিসপত্র পরিবহনের জন্য ব্যবহার করা হবে এবং অন্য কোনও উদ্দেশ্যে নয়।)
(vii)যদি, যে কোনো সময়ে এটি পাওয়া যায় যে BMY-এর অধীনে সংগ্রহ করা মাছ পরিবহনের যানবাহন মৎস্যচাষের উদ্দেশ্যে ব্যবহার করা হয়, তাহলে ভারত সরকার সুবিধাভোগীদের কাছ থেকে সুদের সাথে সমগ্র কেন্দ্রীয় সহায়তা পুনরুদ্ধার করবে।)
(viii)সুবিধাভোগীরা স্থায়ীভাবে প্রদর্শন করবে যে মৎস্য পরিবহণ বাহনটি মৎস্য অধিদপ্তর, মৎস্য, পশুপালন ও দুগ্ধজাত মন্ত্রকের BMY-এর অধীনে সরকারি আর্থিক সহায়তায় সংগ্রহ করা হয়েছে।
(ix)লাইভ ফিশ ভেন্ডিং সেন্টার একটি স্থির কেন্দ্র বা মোবাইল ভেহাইড বা উভয়ের সংমিশ্রণ হতে পারে।

B)Motor cycle with Ice Box[Unitcost-Rs 0.75 lakhs]

E)Fish Feed Mills (Mini) of production Capacity of 2 ton /Day(ফিশ ফিড মিলস (মিনি) উৎপাদন ক্ষমতা 2 টন/দিন) [Unitcost(প্রজেক্টের সর্বোচ্চ মূল্য)(Rs-30.00 lakhs)]

 (i) Beneficiaries will submit Detailed Project Report (DPR) with justification including demand and supply gap in the project locality, detailed cost estimate, technical specifications of the components of the feed mill/plant, recurring cost involved, source of funds for meeting the beneficiary contribution including bank consent for providing loan, undertaking of beneficiary to the effect that no other governmental assistance is availed for the proposed project, anticipated direct & indirect employment generation to local population, and specific time lines for completion of the project etc.
(ii) Cost estimates of the feed mill/plant will be based on the latest SoRs/ prevailing market rates.
(iii) Beneficiaries will provide documentary evidence of availability of requisite land (either own/registered lease), necessary clearances/permissions from the concerned State/UT/authority as may be required. In case of lease land, the minimum lease period should be 10 years from the date of submission of the DPR/SCP and the registered lease document will be included in the DPR/SCP.
(iv) The Beneficiaries will submit an undertaking in the DPR to the effect that all operational, maintenance and post construction management costs of the infrastructure facilities shall be borne by them and the ice plant/cold storage will be kept in operational condition.
(v) Beneficiaries will display a board permanently at the infrastructure facilities to the effect that the feed mill/plant is constructed with Government financial assistance under the BMY of the Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying.
(vi) The Beneficiaries will ensure supply of feed produced from the government assisted feed mill/plant to the fishers and fish farmers at affordable price.
(vii) The beneficiary will be abide by the government regulations, if any in development, operation and management including feed quality assurance etc.
(viii) The Governmental assistance for these projects will be as per actual cost within the overall ceiling indicated in the respective sub-components/activities under BMY.
(ix) Accreditation of the feed mill will be part of the project estimates and it is mandatory.		 (i) সুবিধাভোগীরা প্রকল্প এলাকার চাহিদা ও সরবরাহের ব্যবধান, বিশদ ব্যয়ের অনুমান, ফিড মিল/প্ল্যান্টের উপাদানগুলির প্রযুক্তিগত বৈশিষ্ট্য, পুনরাবৃত্ত খরচ জড়িত সহ ন্যায্যতা সহ বিস্তারিত প্রকল্প প্রতিবেদন (ডিপিআর) জমা দেবেন। , ঋণ প্রদানের জন্য ব্যাঙ্কের সম্মতি সহ সুবিধাভোগীর অবদান পূরণের জন্য তহবিলের উৎস, প্রস্তাবিত প্রকল্পের জন্য অন্য কোনো সরকারি সহায়তা পাওয়া যায় না, স্থানীয় জনগণের জন্য প্রত্যাশিত প্রত্যক্ষ ও পরোক্ষ কর্মসংস্থান, এবং সমাপ্তির নির্দিষ্ট সময়সীমার জন্য সুবিধাভোগীর উদ্যোগ নেওয়া প্রজেক্ট ইত্যাদির।
(ii) ফিড মিল/প্ল্যান্টের খরচের অনুমান সর্বশেষ SoRs/ প্রচলিত বাজার হারের উপর ভিত্তি করে করা হবে।
(iii) সুবিধাভোগীরা প্রয়োজনীয় জমির প্রাপ্যতার ডকুমেন্টারি প্রমাণ (হয় নিজের/নিবন্ধিত ইজারা), সংশ্লিষ্ট রাজ্য/ইউটি/কর্তৃপক্ষ থেকে প্রয়োজনীয় ছাড়পত্র/অনুমতি প্রদান করবে। ইজারা জমির ক্ষেত্রে, ডিপিআর/এসসিপি জমা দেওয়ার তারিখ থেকে ন্যূনতম ইজারার সময়কাল 10 বছর হওয়া উচিত এবং নিবন্ধিত লিজ নথিটি ডিপিআর/এসসিপি-তে অন্তর্ভুক্ত করা হবে।
(iv) সুবিধাভোগীরা ডিপিআর-এ একটি প্রতিশ্রুতি জমা দেবেন যে অবকাঠামো সুবিধাগুলির সমস্ত অপারেশনাল, রক্ষণাবেক্ষণ এবং নির্মাণ পরবর্তী ব্যবস্থাপনা ব্যয় তাদের দ্বারা বহন করা হবে এবং আইস প্ল্যান্ট/কোল্ড স্টোরেজ চালু অবস্থায় রাখা হবে।
(v) সুবিধাভোগীরা অবকাঠামোগত সুবিধাগুলিতে স্থায়ীভাবে একটি বোর্ড প্রদর্শন করবে যে ফিড মিল/প্ল্যান্টটি মৎস্য অধিদপ্তরের বিএমওয়াই-এর অধীনে সরকারি আর্থিক সহায়তায় নির্মিত হয়েছে, মৎস্য, পশুপালন মন্ত্রনালয় এবং দুগ্ধজাত।
(vi) সুবিধাভোগীরা সরকারী সাহায্যপ্রাপ্ত ফিড মিল/প্ল্যান্ট থেকে মৎস্যজীবী ও মাছ চাষীদের সাশ্রয়ী মূল্যে উত্পাদিত খাদ্য সরবরাহ নিশ্চিত করবে।
(vii) ফিডের গুণমান নিশ্চিতকরণ ইত্যাদি সহ উন্নয়ন, পরিচালনা এবং ব্যবস্থাপনার ক্ষেত্রে সুবিধাভোগী সরকারী প্রবিধান মেনে চলবেন।
(viii) এই প্রকল্পগুলির জন্য সরকারী সহায়তা BMY-এর অধীনে সংশ্লিষ্ট উপ-উপাদান/ক্রিয়াকলাপগুলিতে নির্দেশিত সামগ্রিক সীমার মধ্যে প্রকৃত খরচ অনুযায়ী হবে।
(ix) ফিড মিলের স্বীকৃতি প্রকল্পের অনুমানের অংশ হবে এবং এটি বাধ্যতামূলক।
